  • 6-8 years external audit work experience specializing in Information Systems audit from a reputable audit firm or extensive experience in Information Systems audit within an internal audit function;
  • Detailed understanding of the GSM environment would be an advantage;
  • Good understanding of the concept of risk and risk assessment;
  • Knowledge and experience in the use of CAAT’s is a must;
  • Detailed knowledge of information systems governance and security principles & practices;
  • Excellent communication, analytical and report writing skills;

The Canadian International Development Agency (CIDA) is seeking to contract an Assistant Fund Manager for its Democratic Governance Fund (DGF)

The responsibilities include:
  • Financial Administration Support: Assist the DGF Fund Manager in the management of the DGF budget and the overall financial management of DGF sub-projects in accordance with CIDA’s policies, guidelines and tools;
  • Assist the Fund Manager in the preparation of agreements with partner organizations and contracts with service providers;

This is a full-time contract for approximately 480-520 days over a twenty-four month period.

The approximate level of effort will be an average of 20-22 days per month.

Mandatory Criteria:
  • Bachelor’s degree in a social sciences field, including international development, political sciences, human rights, or a field related to the mandate;
  • A minimum of 5 years’ of relevant work experience in project management or financial planning and management with a national or an international development oriented organization;
  • Strong Swahili and English language written and oral communication skills;
  • Legally and operationally able to work in Kenya;
  • No impediments to domestic travel or in obtaining security clearance.

1. Background

The UNDP Service Contract (SC) modality is intended to support the engagement of personnel to service development projects and to provide non-core services where outsourcing is not a viable and/or feasible option.

The SC modality is distinct in nature, with finite functions and limited services that are directly related to the execution of such projects or service areas.

The UNDP has developed a Handbook on Setting Remuneration for Service Contract Personnel (“the Handbook”) that delegates to UNDP Resident Representatives full responsibility and accountability to collect and analyze data locally to create and update Service Contract remuneration scales.

UNDP Kenya completed the last SC remuneration survey in 2008. SC remuneration scales should generally be updated annually, with comprehensive salary surveys done at intervals that are no longer than 3 years.

Are you ‘employable’?

You may be blaming different reasons for you not being employed. You can also easily blame your credentials and even doubt them for not getting the right job. But have you ever put yourself in the shoes of an employer? If you were employing or if you were an HR executive, will you employ yourself? Have you gone to so many interviews without any positive response? In the interviews, have you wondered what the panel wants to hear from you? And have you been telling them what you think they want to hear?
 

Actually on this career centre, I have found out that we always concentrate on telling you what you can do to improve your CV, how to enhance your interview skills and not really what the employer wants to hear. Just to tell you the truth, you may have a glamorous CV but the time that the employer meets you, he may not see that glamour in you or vice versa. A CV may be a good start but may not be everything that you need in job hunting. Actually all the processes we have discussed before that can help you get a job should be perfectly done and if not then you may miss out on an opportunity of a life time.

Without diverging from the topic, you need to be employable and if you are not then you should appear to be employable. I want to share a few attributes of employable people and later tell you how you can put yourself at the same status as them. From the time you appear on an interview to the last time you leave a job, there has to be something about you called ‘potential’ which is the main pillar of employability. This is the sole attribute of an employable person on earth and here below are the 4 main pillars of employability:



1. Potential: As stated above, potential is the first attribute you should portray. You should demonstrate that you have more in your ability than can be seen physically. Always give a few pointers but do not throw everything away. It should appear that if you are given targets, you can do more.
2. Technical Competence: This cannot be substituted with any other attribute. You should be very sharp especially in the area in which you claim to be an authority. Always learn more things and have the desire to know more. If you do not have technical competency, even the way you will respond to knowledge questions can be difficult.
3. People Issues: People with this trait are those who relate easily with others, are social and care for others. From the interview, to job performance and to the exit, show that you are a ‘people person’
4. Dynamism or Adaptability: These are those people who seem not know a lot but can be teachable or can easily adapt or change with the changing times and circumstances. These people are known as dynamic individuals or adaptable. They are what today’s world of commerce needs. Are you dynamic?

I want show you the way in which you can live within these four pillars in your life or can at least show them. 


Always be:


1. Clean and sparkling.
2. Interactive and social.
3. Educational and knowledge oriented.

Monitoring & Evaluation Officer and Livestock Livelihoods Program Officer Jobs in Wajir Kenya

Mercy Corps Kenya is currently responding to the drought by increasing access to affordable water in Wajir County, northeast Kenya.

The Emergency Drought Response in Northeastern, Kenya will provide immediate emergency, rebuild the livelihoods of target communities and build the capacity of local organizations involved in the implementation of the program.

The proposed program integrates the principles of response to immediate needs, restoration of livelihoods, and capacity building for long-term recovery.

In our continued response to emergency and disaster, Mercy Corps seeks an experienced M&E Officer for our Wajir Drought Response and Early Recovery Program in North Eastern Kenya.

1) Monitoring & Evaluation Officer

General Position Summary:

The M&E Officer for the emergency response program is overall responsible for collecting, storing, analyzing and reporting on program assessment, monitoring and evaluation data.

The M&E Officer will work closely both with both program and support staff (including finance, administration and program) in Wajir to ensure the day to day activities are implemented according to schedule, budget and required quality.

The M&E Officer reports directly to the Program Director with written and oral activity and budget reports and works closely with the Program Managers.

Essential Job Functions:
 
  • In coordination with the Program Managers, prepare and conduct baseline survey with measurable indicators in line with the objectives outlined in emergency programs;
  • Prepare a monitoring and evaluation plan for the emergency programs, measuring the impact of the program against goals and indicators throughout the life of the program;
  • Be up to date on the DM&E methodologies used by Mercy Corps and integrate these methodologies in work carried out for this program;
  • Travel to all areas of work and carry out survey and conduct both individual as well as focus-group interviews in target areas of work;
  • Lead in design of accountability and feedback mechanisms for communities targeted in the program;
  • Prepare and submit narrative reports based on the findings and recommendations for emergency sectors in Wajir;
  • Provide training in assessment & monitoring methodologies to relevant staff;
  • Submit a monthly progress report on activities to the Program Director;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
  • Other duties as assigned.

Knowledge and Experience:
 
  • University degree in social science or social studies or equivalent experience in monitoring and evaluating program activities and outputs, in comparison to program objectives.
  • Minimum two years work experience in project implementation and supervision.
  • Work experience in relevant field is required. 
  • Prior experience of carrying out surveys, conducting interviews, and undertaking assessments are essential.
  • Understanding of qualitative and quantitative indicators.
  • Creative and ‘out-of-the-box’ thinking.
  • Analytical and report writing skills are necessary.
  • Proficiency in written and spoken Kiswahili, Somali and English required.
  • Computers skills – word-processing and spreadsheets experience required. 
  • Computer database experience preferred.
  • Experience in the development of Logical Framework Analyses and in the conducting of Participatory Rural Appraisal is extremely desirable.
2) Livestock Livelihoods Program Officer

Program/Department Summary:

For our Relief and Recovery for Northern Kenya’s Drought-Affected Population and Livestock Economy (ReKNDLE) program, Mercy Corps seeks an experienced Livestock Livelihoods Program Officer.

General Position Summary:

The Livestock Livelihoods Program Officer is overall responsible for the day to day implementation of the livestock component of ReKNDLE in Wajir County.

The Program Officer will work closely both with management and support staff (including finance, administration and program) in the Wajir Office to ensure the day to day activities are implemented according to schedule, budget and required quality.

The Program Officer Reports directly to the Recovery Program Manager with written and oral activity and budget reports.

The Program Officer will assist the Program Manager in outlining a strategic plan for the implementation of this program including identifying target areas/projects, methods of operation for effective programming and maximum results.
 

Essential Job Functions:
 
  • Assist the Program Manager and M&E team in conducting survey, make recommendations on needs and vulnerability of beneficiary populations;
  • Work collaboratively with and other project stakeholders in designing and implementing an integrated program using participatory methodology;
  • Supervise the day to day implementation of activities of the program such as slaughter destocking, animals-for-work, animal feed vouchers, de-worming tablets, livestock vaccination and animal management trainings;
  • Foster a collaborative team atmosphere which engages the stakeholders;
  • Develop working relationship and coordinate with relevant international and local agencies active in livestock livelihoods;
  • Conduct regular progress meeting with beneficiaries and other stakeholders including local authorities, INGOs, and Local NGOs;
  • Manage and training of field supervisors and monitors;
  • Prepare regular report on project status;
  • Conduct regular needs assessment and prepare communication materials;
  • Document program success stories regularly;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
  • Other duties as assigned.

Knowledge and Experience:
 
  • University degree in social science, animal health, livestock marketing or other relevant subjects;
  • Minimum three years experience in project implementation and field supervision in livestock livelihoods;
  • Robust technical knowledge on livestock livelihoods in Northern Kenya, preferably in Northeastern Province;
  • Analytical and report writing skills required;
  • Proficiency with excel databases required;
  • Experience with Logical Framework Analysis and Participatory Rural Appraisal required;
  • Proficiency in oral and written English and Kiswahili required, Somali language skills preferred.
